Mr. Eye is a mysterious creature with unknown ambitions, though it is known he comes from some alternate dimension. He is high on the USAR's most wanted list, many bounty hunters and military units falling prey to his abilities. The exact extent of his abilities are unknown, but his combat abilities are formidable, little of his pursuers being recovered. It is known he is knowledgeable in the practice of various magics, scenes of where he has been seen having often evidence of grim and horrifying rituals.
