This skin has pink and yellow eyes, light skin, and short purple, blue, and pink hair.
They are wearing purple shorts, a navy jacket with glowing, electrical wiring detailing, tall black boots, and blue goggles. They have a green wire fused to their head.

The bits that stick out are on the outer layer, while the rest of the skin is the main body. First I create the main skin, filling in the entire under layer, then I add the parts I want to stick out more onto the outer layer.

You can toggle the outer layer on and off in the with the button underneath the color wheel labeled "outer layer" on The Skindex.
Other skin editing sites should allow you to toggle the outer layer as well.

I'd say the best tip for some who wants to make skins is to start making skins! You're unlikely to improve a skill you haven't begun practicing yet.
Probably the most common mistakes made by beginners is forgetting to color the insides of the limbs, and mixing up the inner and outer layers.
Terribly sorry, this wasn't very helpful, lol
