Once, I watched a Undertale Genocide video, and guess what I found? Papyrus saying that Frisk was a GIRL. It was tiny print behind his words. I saw it, and it proves that Frisk is a girl. :p

Thanks. Actually, Chara and Frisk are neither (you probably knew that already but still) because in the game, characters use the pronoun "they" when referring to Frisk (or Chara, I suppose). They're more in between the genders so that the player can decide which one they think they are. I personally see Frisk, Chara (, and Chisk) are female. x3
