With Rainbow Steve having been taken out of commission as the hero since he became a Balancer, A Rainbow Steve was still needed and The Rainbow Crystal was rill merged in with Orange Steve so Light Steve went to all 8 kingdoms and gatejr the leader asking if they could give up some of their power to make him a version of a Rainbow Steve.
