The Goblin

In an attempt to recreate the serum that created the "Spider-Man", lab boys at S.H.I.E.L.D. acquired samples of his blood to make their own government sanctioned "Spider-Man". Preliminary trials were so successful that they quickly moved to human experimentation. Turns out giving a serum that give a sapient being aspects of a spider can mess with their head, and the goblin was the only semi-successful result of these trials with at least most of his mind intact. And although the project got scrapped, he's still an asset nonetheless.
