I haven't played bedrock or mobile in years so I'm not sure. Try deleting the skin and downloading it again.

So, I am playing on an iPad aka bedrock and i downloaded it. Then I just selected the skin and it works perfectly for me. Only issue is that other people can’t see it. Thank you

I tested it and it worked for me so it mustve been something you did? Did you click new skin (in the minecraft launcher), click browse, and find the download?
