me i first to the black little points, then, i do the skin, then, hair and eyes, maybe shading.
help mine is so much different from you guys.
Mine is bangs, hair on the inside, eyebrows, skin (and skin shading), then eyes.

i usually put skin on, then put hair on the sides (inner layer) then shade the skin, then put eyes, the do bangs :o
