You can toggle the head in game to toggle the glowing and crying eye, just like my Sans skin.
The Glowing and crying eye are a reference to "Disbelief Papyrus" an Undertale fangame/ fan animation where the protagonist fights papyrus at the end of the genocide route instead of Sans
