The Institute lurks beneath the C.I.T ruins and is run by coward scientists who seek control over the Commonwealth of America through technological superiority. The Institute used this model very little in the outside world, mainly as pretty capable body guards for V.I.Ps and intimidating scavengers as their appearance made them untoward for a common person.
