This is a robotic copy designed and built by Batman to help him deal with the villains of Gotham City. However, in the middle of a fight between the robot and Two-face(the real one), the robot is damaged so badly by 2 bullets, that it stopped working properly. It joined up with the other villains as a backup if one gets sick.
Example: The Joker gets a really nasty cold and is unable to lead the villains, so the robot takes over when he gets the news about Joker.
