OMG GUYS IT IS HIM! THE FUNNY GUY! Only TRUE OG's remember him. Anyways, I think I remember the lore, and here it is from what I remember.

Basically after being thrawted for several decades, Eggman decided to do a different approach. He took DNA from Sonic, and decided to make the perfect clone from him. But, Scratch did the same thing he did when Grounder was being made, by flipping unnecessary levers, causing flaws to be made within the cloning. He now was shorter, with appearances looking more like Classic than Modern. As well as gaining stripes, making him look like Shadow, and different gloves, but he still became a good asset to the Eggman Empire, being more successful with missions than any other creation.
