The idea for Ultra Steve was to be the polar opposite to Chaos Steve. A harmonic and natural being, merged together in an almost symbiotic relationship. Light and Rainbow are a perfect match for one another and are willing to work together as they have the same goals unlike Dark and Reverse. Machinery is not needed to sustain this fusion.
