If you are a ruler tier you can make your own kingdoms that others will be entered into, you can be given one of the god ranks as your mane god. If you do something to get promoted above god tier you will be able to promote someone else of your choosing up a tier. The first person to put in a character will be promoted past the tier they should be in and if they want to get promoted after that the amount of followers will be lessened, example: you are ruler rank and only need the amount of followers to get to ruler rank to level up to god rank.
