Celair Steve is made form most of the healed victims of Mutation giving some of them selfs in some DNA and energy of Masry. Then one of the victims, a Green Steve was the vessel. They combined all of these energys and soon Celair Steve was born. Yet he needed some mutation so then Mutation slightly Mutated him. Celair can mostly mess with powers, reflect, walk trough stuff like a ghost, and corrupt Mutated people. Masry might be defeated but he might not. The story will tell.
