This Steve was made by a fight. Once when dread was killed and dream’s energy was released to all of his creations a rift caused by Alex’s portal opened. The energy got into the rift changing as it travels. A galaxy Steve in a universe got shot by this energy beam. He became broken. The galaxy starts to absorb chromatic Steves and with the energy of the rifted dream and dread, it grew eyes of mutation. The mutation will soon separate into a new Steve.
