On the Skindex, you can usually use most bases for your skins, so long as you credit them in your skin description/ title. Some skinners might specify that they want you to add a link to their base in the desc, or maybe tag it a certain thing, but if they don't specify, they most likely don't require you to. Some skinners might also sometimes say that their base isn't for use, in which case you can't use them even if you credit them.
