The Cacklescale

Haha, I wasn't late for Halloween this time!

Let me introduce... the Cacklescale.
Not many people have seen the Cacklescale, but there were quite a few who did hear its ghostlike cackles at dusk coming from a swamp.

A recent sighting of the Cacklescale described it to have large ruffled-up scales on its entire body (which are almost black in colour), light green eyes and a large white mouth, which appeared to be smiling.
