SPEAR is the offensive division of the Combine Civil Authority force and serves as the Field Commander's fist. The division specializes in combat and combat-reflex. The division regulates the restricted areas of City-17 and act as a special-trained force enforcing the will of the Universal Union indirectly as it plays a key-role in containing and securing threats across the city by eliminating any hostile figures and supervises civil behaviour.
