Actually, in Rebels, which is like 4 years before ROTJ, HE HAS EYEBROWS! (You can tell, if you look really closely when his mask is broken! Go watch that scene again!) but in ROTJ, (at least in the special edition) NO EYEBROWS! How does he lose them in 4 YEARS!
Too much beer can make you chest hair fall out. So why not eyebrows?
