Considered to be the most powerful form of a Chorus Roamer, Monarchs are rather rare and are always female, and usually stay in their hives located in the End Barrens to remain safe, guarded by mostly Conquerors. As a result, they still have their wings, which are extremely powerful and sought after. Getting a Monarch's trust and doing enough deeds for their hive would lead them to obtain the Elytra without engaging in a grizzly fight. If one were to obtain these wings, they could start their own hive, and control a Monarch to constantly grow their hive for their benefit. The Monarchs are extremely formidable warriors, but the safety of a colony is more important than risking their lives for a pair of wings.
