That's not what it means, it means that we often here on the news, in books, and television shows/movies of good people dying young.

It doesn't mean that ALL good people die young, it means that it appears that only the good people die young because we don't here of bad people dying young.

There are plenty of people who are good that don't die young, it's just a phrase that is used when someone good dies young.
