There's nothing stopping anyone from using this- It's a skin on a website, like it or not, people can and probably will use it. you can't report them for it either, skindex states in the rules that:

~ A skin with at least 60% difference from the original can NOT be classed as copying.

~ Base skins do NOT count as original skins, if you don't want to share, keep that in mind.

There is nothing saying people can't use these except for your word. and while it's still rude to use something you ask them not too, you can't stop them.
