I saw that the NMPD Cyclops was lore friendly. This made me speculate why. Well, SWAT teams, Riot control, and bomb squads usually have suits similar, so it would be used to crush civilian unrest. I saw that it had a standard machine gun mounted to the side and I realized that it wouldn't just crush unrest, it would Kill unrest. In the game they have a 1st plot and a 2nd, the 1st is the campaign, the 2nd is the audio logs, which it's theme is police brutality in politics related to corruption. So if the cyclops was issued to NMPD it is canonically friendly to assume they killed many civilians with it just to be ****s.
