9,999 is the maximum amount of downloads. There can be much more than 10,000 downloads but it will not show up.

Hey, Night, I saw this skin appear in my recommended as i love this skin and its called 'Glitched Skull (trust me) by RenownedGT and its this skin with a skull on it's head and it seems they used a really good skin for downloads by editing it without the true owners permission

Hey, Night? Do you use things like photo editors (example, pixlr) to get the effect you want when making skins? Or is everything you do completely natural without the help of outside programs?

I'm curious because I'm thinking about applying effects from outside programs to get the effect I truly want.
I do selective adjustments on specific colors or color ranges. If there's a certain color in the skin I want to change, I use a tool that selects all pixels of one color (similar color selection tool) and tweak it via HSV/HSL adjustment. I use Krita for this, but it's way more fully featured than is needed to edit skins. I just use it cause I also like to paint. There are many image editors that have this feature, but I don't believe Pixlr has it.
